I'm assuming you are standing in a fixed position, and you can turn around and see 15 miles in any direction.
In that case, you are basically viewing an area that covers a circle with a radius of 15 miles.
The area of the circle is pi * r^2:
pi * 15^2 = 706.86 square miles
So to convert miles to square miles, the conversion is 15 miles of sight = 707 square miles of area seen.
