You need to know the molecular weight of the substance you are converting. The molar mass will be given in grams/mole. If you know the chemical formula, you can calculate the molar mass.

For example, if you are working with water (H2O), you can use this page:

https://www.convertunits.com/molarmass/H2O

molar mass of H2O = 18.01528 g/mol

From there, you can convert grams to nanograms, moles to picomoles, and liter to deciliter to get the final answer.

But if you're working with a different substance, you need to know the chemical formula or the molecular weight first.
