You probably need to know the molecular weight of the substance first. If you know the chemical formula, you can use this tool to get the molar mass:

Or you can directly convert from moles to grams:

Adjust the answer to get the ratio of picomoles to nanograms for your particular chemical substance.

Then you can also convert from liter to milliliter:

Combine those two conversions to get the answer you need.
