You are correct; since grams measure mass and cc measures volume, 9 cc (cubic centimetres) does not necessarily equal 9 grams.
The powder's density determines the conversion:
1 cc ≈ 1 g if it is comparable to water.
However, a lot of supplements are either denser or lighter. For instance, protein powder may be about 0.4–0.6 g/cc, but salt is about 1.2 g/cc.
Therefore, depending on the type of powder, 9 cc might be anywhere between 4 and 11 g. You would need to determine its density or weigh it once on a kitchen scale to be certain.
