Yes, 3.5 feet of water puts a lot more pressure than 20 mmHg socks.
Water pressure = 78 mmHg (≈1.5 psi) at that depth is around 4× stronger than compression socks.
However, the consequences feel different because socks apply graded pressure, whereas water pressure is homogeneous throughout the body.
