The & #8722; code is an HTML special character for a minus sign. So you're probably looking at:
1.0 x 10^-4 mol/(dm^3)
or
1.0e-4 mol/(dm^3)
dm^3 is cubic decimetre, so you have:
1.0e-4 mole/cubic decimetre
Note that 1 dm^3 = 1L. So essentially, you're looking at moles/liter for a molar solution.
Now all you have to do is use this page to convert:
https://www.convertunits.com/from/1.0e-4+mole/cubic+decimetre/to/micromolar
1.0e-4 mol/(dm^3) = 100 micromolar
