A kilogram is a measurement of weight, a liter is a measurement of quantity.
You can get a formula, but it depends on what substance you measure. For example a liter of corn syrup is much heavier than a liter of water even though they take up the same space.
Assuming you mean water, they are 1:1. A liter of water weights exactly 1 kilogram, and 6235 liters of water weight exactly 6235 kilograms. This is how liters were invented.
