First, you need to look at the difference between mass (which could be oz or gram) and volume (which could be US liquid ounces or ml or grams of water).

1 ml = 1 gram of water

So if you're specifically measuring water, then:

0.0338 US liquid ounces = 1 ml
0.0338 US liquid ounces = 1 gram of water

However, if you're measuring the generic mass in gram units:

0.0353 ounces of mass = 1 gram of mass

This is a mass conversion (not volume).

Now going back to your original question, the reason the number for oz to ml is smaller than the number for oz to grams is because you're taking the inverse:

1 divided by 29.6 = .034
1 divided by 28.35 = .035

So if 29.6 is larger than 28.35, then .034 must be smaller than .035 since it's the inverse.
