Convert the weight units, metric tons to kg:

Then use the density of water of 1000 kg/cubic meter:

Then convert the volume units, cubic meters to gallons:

Note that if you did a simpler calculation assuming exactly 365 days (ignoring leap years), then there would be 525600 minutes in a year and that would give you 7.539 GPM or rounding to two digits, 7.54 GPM.
