The SI prefixes for "centi" and "milli" were decided at the same time in 1960 by the BIPM. You can see the actual documentation from Resolution 12 of the 11th CGPM.
This is when the original SI prefixes were adopted. Later on, more prefixes were added for higher exponents, like peta, exa, femto, and atto.
