Cubic metres/sec is a volume and is equal to the area (eg of a pipe) multiplied by the velocity. to get the velocity in m/sec, you have to know the cross sectional area that the flow is confined to and divide this into the m3/sec figure. This is simple for a pipe but gets a little more complex for open channels and weirs
