Yes, you're right, if the fan is actually 4' x 4' in size, then the total surface area is 16 square feet.
That means you would only have 1625 feet per second of wind speed from each square foot of area (assuming your fan is still generating 26,000 cfm). So that would be equivalent to 18.466 mph of wind speed.
Also with an outdoor fan, the air pressure generated will dissipate rapidly since it's not constrained inside a wind tunnel. So the measured wind speed is most accurate right at the edge of the fan, but as you move to a farther distance from the fan, the velocity of the air will drop. Plus there will be other effects from turbulence, but I'd probably worry less about the science and just try it! =)
