1 l (litre) of water = 1 kg (kilogramme) = 1,000 g (gramme) = 1,000,000 mg (milligramme) = 1,000,000,000 µg (microgramme).

If microcystin level in your water is 2.5 ppb, then it is 2.5 µg / l.

So it is higher than 1.5 µg / l, which EPA considers as safe for human consumption. Though it is assumed that the concentration is in ppb (mass by mass), the figure in this case remain unchanged even if the figure were (mass by volume).
