I think the +/- just means they want you to be within a certain range of the correct answer. So if the person is exactly 6 feet tall and 180 lbs, then you would be accurate if you said they were 5' 11-1/2" or 6' 1/2" and similarly if you measured their weight as 175.75 lbs up to 180.25 lbs. So the amount that you're off by should be within those tolerance levels.
