If you're measuring pressure differential, then zero psi is the same whether it's psia or psig.
But usually if you specify psia and psig, you are really measuring absolute pressure. In this case, psia is the pressure relative to absolute zero vacuum, and psig is the gauge pressure relative to atmosphere.
So for absolute pressure:
0 psia = -14.6959494 psig
