Thank you for your fast response and the links. I followed them and searched some more.

I agree it makes sense that the definition of the unmodified term "mile" should default to exactly 1602.344 meters. It may be a mistake to call this a statute mile. Here's a tiny snippet from https://en.wikipedia.org/wiki/Mile
"...statute miles...were based on the national foot of each country."

What I take from these is that the term "statute mile" is ambiguous and should be modified to reveal which statute is meant.
