Method of Distributing Deputy Mandates Among Federal Lists of Candidates
Depending on the results of the vote deputy mandate shall be distributed among the federal lists of candidates in accordance with the following rules:
a) the total number of valid ballots cast in a federal constituency shall be divided by the total number of deputy in the constituency. The result shall be the electoral quotient;
b) the number of valid ballots cast for each federal list of candidates taking part in the distribution or deputy mandates shall be divided by the electoral quotient. The resulting integer shall be the number of deputy mandates to be assigned to the corresponding federal list of candidates;
c) if there are outstanding mandates after the calculations done in accordance with item «b», repeat distribution shall be held. Each of the federal lists having the largest decimal parts obtained in the manner described in «b» shall receive one mandate. In case of equal decimal parts, preference shall be given to the federal list for which the largest number of votes has been cast. If the number of votes is the same, preference shall be given to the federal list of candidates, which has registered earlier.
If at the time of registration a federal list was divided into regional groups, the mandates will then be distributed within the given list between the groups and the candidates not included in any of them (if there are such candidates). At the first stage, the distribution is determined by the number of candidates not elected with any of the regional groups and not elected in any onemandate constituency. The said candidate will be the first to receive the mandates allotted to the list.
If there are still outstanding mandates, they shall be divided between the groups of the list in accordance with the methods laid above. However, a) the total number of the votes received by the list is divided by the number of the outstanding mandate within the list, and b) the number of the votes cast for each group in the corresponding Federation member or a group of Federation members shall be divided by the electoral quotient. The rest will be the same as laid down above. If one or тоге regional groups do not have the due number of candidates, the remaining mandates shall be divided between the other regional groups in accordance with the same rules.
Example: As и result of the vote, the federal list or candidates of the election association «A» received 85,000 effective ballots, the list of the election association «B» 190,000, list «C»  310,000, list «D»  105,000, list «E» 215,000, list «F»  65,000, and list «С»  45,000. Fifteen mandates are to be distributed among these lilts.
The electoral quotient is determined in accordance with item «a». It shall be as follows (reference to thousands is omitted for convenience)
(85+190+310+105+215+65+45):15=67.6
In accordance with item «b» the number of ballots commanded by each of the lists is divided by the electoral quotient: .
A  85:67.6=1.26
В  190:67.6=2.81
С  310:67.6=4.58
D  105:67.6=1.55
E  215:67.6=3.18
F  65:67.6=0.96
G  45:67.6=0.66
As a result, List «A» receives one deputy mandate, list «B»  two, list «C» four, list «D»  one, list «E»  three, list «F» and «G»  none.
The remaining four mandates shall be given to the lists (regional groups) with the largest decimal parts.
