The definition is somewhat arbitrary, but if you're measuring area you can use the term "square city block" like this conversion:
http://www.convertunits.com/from/square+city+block/to/m^2
Some people might be looking for a linear block, like if you tell someone to walk 3 blocks, or that a building is 5 blocks away. Then you can convert the linear city block to metre:
http://www.convertunits.com/from/city+block/to/m
