As you mentioned, 151.8 inches is equal to 12.65 feet. On a standard measuring tape, you can measure out 12 feet first. Then use this page:

The remaining 0.65 feet is equal to 7.8 inches, so you can add another 7 inches.
That leaves 0.8 inches, which is equivalent to 8/10 or 4/5 of an inch. Assuming you are using tape that has increments of 1/16 of an inch, then you would need to add 12.8 more increments, or you could round it to 13/16 of an inch.
So you would measure out 12 feet on the tape measure, then add another 7 inches, and finally add another 13/16 of an inch. That would get you the total length on a standard tape measure.
